PRIVATE SECTOR ENGAGEMENT THROUGH DEVELOPMENT CO-OPERATION

The GPEDC supports evidence-based, inclusive dialogue and policies to scale up effective partnerships with the private sector at the country-level.

Private sector engagement through development co-operation (PSE) leverages the innovation potential of and additional finance from the private sector for sustainable development. The development co-operation community is scaling up its engagement with the private sector in order to build inclusive markets and value chains across key sectors to achieve the 2030 Agenda, with a special focus on reaching the furthest behind.

MONITORING DATA TRENDS & KEY EVIDENCE

Partner country governments view the quality of public-private dialogue (PPD) more favourably than private sector stakeholders. There is consensus among partner country governments and private stakeholders (large firms, small and medium-sized enterprises, and trade unions) that mutual trust and willingness to engage in policy dialogue exist. However, all stakeholders report limited capacity to engage. 

pseThe most significant divergence between views is on the inclusiveness of PPD. This signifies challenges in how governments are implementing and convening public-private dialogue. Despite challenges, however, results show that when the foundations for high-quality dialogue are in place, PPD is geared towards results and leads to joint action.

*The quality of public-private dialogue (PPD) was assessed within the framework of the 2018 monitoring round. In response to stakeholder expectations, Indicator 3 in the revised monitoring framework will be replaced by the Kampala Principles Assessment. 

THE KAMPALA PRINCIPLES ASSESSMENT

Given the importance of better monitoring the role of the private sector in development co-operation, also underpinned by the mandate from the Nairobi Outcome Document to set clear effectiveness commitments related to the engagement with the private sector in development co-operation, the GPEDC Steering Committee has guided the process to develop the Kampala Principles Assessment, a tool to monitor the implementation of the Kampala Principles for Effective Development Co-operation. 

The overall objective of the Assessment is to support inclusive, multi-stakeholder dialogue; and inform actions at policy, programming and operational levels for effective engagement of the private sector in development co-operation.

This information is collected under four key metrics:

  • Key Metric 1: The state of policies on private sector engagement in development co-operation
  • Key Metric 2: Inclusive dialogue on private sector engagement in development co-operation
  • Key Metric 3: The quality of private sector engagement in development co-operation
  • Key Metric 4: The ease of partnering in private sector partnerships through development co-operation

As key stakeholders of the Kampala Principles-related work, partner country governments, development partners, private sector groups, civil societies and trade unions can play an essential role in engaging, and voicing the needs and view of, their constituencies.

The Kampala Principles Toolkit

 

In response to these challenges, the GPEDC has developed the Kampala Principle toolkit to help different actors in the design, implementation and review of private sector partnerships in development co-operation to address practical challenges and deliver better outcomes at country level.

The toolkit provides tailored advice for partner country governments, development partners, the private sector, CSOs, and trade unions on five areas of improvement: inclusive country ownership; results and targeted impact; inclusive partnership; transparency and accountability; Leave No One Behind.
