The Governance and Local Development Program (LED) in Guinea Bissau has been supporting decentralization efforts by strengthening the capacity of regional governments in planning and promoting local economy based on: (i) civic education and support to strengthen the voice of civil society through the creation and training of institutions of community participation and consultation; (ii) capacity building of state officials and community members at regional levels in inclusive and participatory planning methodologies and local public financial management.

UNDP is financially and technically supporting the LED program in its pilot phase under the leadership of the Secretary of State of Planning and Regional Integration in partnership with the Ministry of State Administration and the National School of Administration.
