The 9th Five-Year National Socio-Economic Development Plan (2021-2025) aims to implement the Resolution of the 11th Party Congress, as well as continue the implementation of the National Strategy on Socio-Economic Development 2016-2025 and Vision 2030 of the Lao PDR.

This Five-Year Plan defines a new fundamental direction, creating a turning point in socio-economic development in the coming years. It will ensure that political-ideological factors, the economic system, and the material and technical resources, recognise economic development as the central task of the entire Party and the entire people whilst bringing about with socio-cultural development. This will include the development of human resources, strengthening of public governance and administration, national defence, public security and foreign policy, with the aim of developing the full potential of the country to grow the productive and service sectors in line with the green and sustainable development direction, improving people’s well-being, ensuring a well-balanced system for international trade and settlement, and ensuring comprehensive preparations for the country’s smooth graduation from the Least Developed Country status.
