In a context such as the current one and with an evolving Efficacy Agenda, it proves to be necessary to guarantee the establishment of coherent planning, monitoring and evaluation mechanisms, by taking into account organizational issues as well as coordination and participation of appropriate actors to each reality and who favours the effectiveness and efficiency of the International Development Cooperation Policy. The objective of this methodology is to offer guidelines that serve as a guide in the process of Spanish Cooperation Country Association establishment, monitoring and evaluation and is especially addressed to technical and managerial staff that have a direct responsibility in this process. When approaching the process it is important to have a vision of our cooperation with the partner country in the next four years. MAP is, therefore, the strategy to reach this end.
