The Global Partnership Co-Chairs
H.E. Mr. Suharso Monoarfa
Minister of National Development Planning and Head of Bappenas (Indonesia)
Mr. Suharso Monoarfa has been entrusted by President Joko Widodo with the position of Minister of National Development Planning, concurrently as Head of the National Development Planning Agency, since 2019. After a successful career in business for twenty years, he became a politician in 2004. Over the subsequent two decades, he then gained growing prominence by serving as Special Staff to the Vice President, Member of the House of Representatives, Minister of Public Housing, and Member of the Presidential Advisory Council.
H.E. Mrs. Judith Suminwa Tuluka
Minister of Planning (Democratic Republic of Congo)
Mrs. Judith Suminwa Tuluka is one of the 16 women out of 57 members of the Sama Lukonde II government. Mrs. Judith Suminwa is a senior expert in international development with experience in different country contexts and experience in change management. She has over 20 years of national and international experience in the field of Democratic Governance and Peacebuilding, including security governance. She is also experienced in the area of public finance: monitoring budgetary reform and linkage with civil service modernisation. Before taking up the post of Minister of State in charge of Planning, Mrs. Judith Suminwa was Deputy Coordinator in charge of administrative and operational issues of the Presidential Council for Strategic Watch (CPVS).
Ms. Marie Ottosson
Deputy Director General, Swedish International Development Co-operation Agency (Sweden)
Ms Marie Ottosson is since July 2017 the Swedish International Development Cooperation Agency’s Deputy Director-General. Prior to this Ms Ottosson was Assistant Director-General at Sida/Director of the Department for International Organisations and Policy support. Ms Ottosson has over twenty-five years of experience in various positions with the Swedish government. Apart from multiple roles at Sida she has been the Deputy Head of Mission for the Embassy of Sweden in Vietnam. She has also been a Senior Auditor with the Swedish National Audit Office and worked in Luxembourg as an Auditor for the European Union for almost seven years. She audited the European Commission.
Mr. Vitalice Meja
Executive Director of Reality of Aid Africa (Non-Executive Co-Chair)
Mr. Vitalice Meja is a founding member and a former Co-Chair of the Civil Society Partnership for Development Effectiveness (CPDE), an open platform that unites CSOs from around the world on effectiveness issues. He is the Executive Director of Reality of Aid Africa Network – a pan-African network focused on poverty eradication through effective development co-operation policies. A key purpose of the organization is to strengthen the involvement of African CSOs in informing policy issues related to the international aid architecture, as well as issues around development co-operation through research, capacity building and advocacy. Mr. Meja has many years of experience in development policy advocacy, as well as in research at national, regional, and international level on financing for development, debt, and ODA, with both governments and the multilateral bodies. He has been part of the effectiveness agenda for over 17 years.
Steering Committee
The Steering Committee is the Global Partnership’s multi-stakeholder governing body. It meets biannually to guide the work of the Global Partnership and ensure that it is carried out transparently, fully consulting each stakeholder group.
