The Global Partnership’s biennial monitoring exercise is led by partner country governments, and brings together development partners, civil society, the private sector, parliaments, local governments and others, to strengthen the effectiveness of their partnerships.

2019 Global Progress Report

The Third Monitoring Round of the Global Partnership was launched in June 2018. 86 partner countries and territories, in collaboration with more than 100 development partners, provided data as part of the monitoring exercise.

The 2019 Global Progress report is being released sequentially. Part I of the Report examines how partner countries are putting in place the building blocks for an effective, whole-of-society development effort. Part II focuses on how effectively development partners support such country-led efforts.

Why do countries monitor?

Smarter co-operation and stronger country-level partnerships are key to achieving sustainable development. Supported by the Global Partnership, participating governments monitor effective development co-operation commitments at the country level, tracking progress against ten indicators to ensure that all development efforts are in line with four internationally-agreed principles for effective co-operation.

Country governments consider the monitoring exercise as a useful instrument as they engage with development partners and others, and a basis for strengthening their national co-operation policies and multi-stakeholder co-ordination mechanisms. It also supports tracking and implementing the Sustainable Development Goals, generating data for SDG 17 and SDG 5.

Who participates in the monitoring?

Participation in the monitoring exercise is voluntary for all stakeholders. The process is led by partner countries, in consultation with their development partners and other important domestic actors.

Since 2011, 99 countries have led these exercises in collaboration with the vast majority of bilateral and multilateral development partners and other important domestic actors.
