This catalog contains the Technical Co-operation Offer of the Republic of Paraguay, an effort that reflects the accumulated knowledge and experience of national institutions in the most diverse areas, as well as the Government's intention to share it with countries interested in receiving it. This experience is the result of specific situations that have led to the strengthening of the capacities of government agencies in a wide range of areas.
One of the objectives of this publication is to position Paraguay as a provider of international technical cooperation and, at the same time, to have a management tool to promote collaboration with other countries. It is also an important first step taken by Paraguay towards the institutionalization of its cooperation offer. This means that Paraguay is in a position to offer its experience and capacity to the world, moving from being simply a recipient nation to becoming a cooperating country.
